Vo Varšave podpísali zástupcovia Albánskej ľudovej republiky, Bulharskej ľudovej republiky, Československej republiky, Maďarskej ľudovej republiky, Nemeckej demokratickej republiky, Poľskej ľudovej republiky, Rumunskej ľudovej republiky a ZSSR Zmluvu o priateľstve, spolupráci a vzájomnej pomoci. Oficiálnym cieľom Varšavskej zmluvy (VZ) bola koordinácia zahraničnej politiky účastníckych štátov a ich vojenská spolupráca pri obrane socializmu. V skutočnosti sa však vzhľadom na dominantné mocenské postavenie ZSSR v strednej a vo východnej Európe zmluva stala nástrojom jeho mocenských záujmov. Najvyšším politickým orgánom Varšavskej zmluvy bol Politický poradný výbor, najvyšším vojenským orgánom Spojené velenie ozbrojených síl. Obidva orgány sa vo svojej činnosti riadili pokynmi Kremľa. Prvým hlavným veliteľom Spojených ozbrojených síl členských štátov VZ sa stal maršal Sovietskeho zväzu Ivan S. Konev, ktorý túto funkciu vykonával v rokoch 1955 - 1960. Ďalšími hlavnými veliteľmi Spojených ozbrojených síl členských štátov Varšavskej zmluvy boli: Andrej A. Grečko (1960 - 1967), Ivan I. Jakubovskij (1967 1976), Viktor G. Kulikov (1977 - 1989) a Piotr Lušev (1989- 1991).
